My starter wouldn't engage so I pulled it and found the outer bolt that holds the spring apparently broke off and the bolt and washer must be at the bottom of the flywheel housing.

Replacing the bolt and locking washer is easy enough but how do you retrieve the broken bolt and washer? Or is it necessary to get them out? I'm afraid they might rattle around and damage starter gear on the flywheel.
