If you go the route of drilling a hole perhaps spraying a thin aerosol type material that dries hard to catch the loose material and lock it into place. I'm trying to come up with what would do that but am drawing a blank at the moment.
Had the same thing happen with a replacement steering wheel. Drilled a small hole and squirted in a bit of epoxy to catch the loose material and locked it into place. No more noise.
