You can drill a small hole on the inside of the round edge .If you drill on the outside rain/road water can get in not good . If you drill on the inside the tyre will cover the hole so no water gets in .You only need a very small hole enough to put a wand in to squirt rust inhibitor in something like WD 40 but more specific .
