Cleaning, as in dunking in a solution, does little to remove the crud from the water jackets as you found out. It take physical prodding, scraping, and poking to remove it. A bake blast cleaning
and dunking are needed to really clean all that stuff out.
Good think you got it and please report back if the operating temp. improves.
