As Kerk has indicated the floor plate goes on the interior side around the pedals and steering column. There is another steel plate that attaches to the engine side with a rubber foam insulation piece sandwiched in between. These pieces are becoming hard to locate, so hang on to them. If I were you, I would purchased the '32 Ford Book(s) written by David Rehor. A tremendous guide to restoring your '32 Ford. Has many illustrations that will answer many of your questions. Can be purchased from the Early Ford V-8 Club website
