Actually what you circled is a the "foot" part of a 28/29 hood latch. Hood latches are normally an assembly that encompasses the foot, barrel, spring, handle and a couple small internal parts. The long black part is a hood shelf. There are two kinds of hood shelves - one for a 28/early 29 and one of later 29's.
