I build early distributors literally daily and test condensers daily. As GM said you have t treat them like they are on the car with heat to test them properly. Simply measuring the capacitance is not enough. The leak down rate is important as well.

We are still working on this project, but are close to being done. Right now, we are optimizing our manufacturing process so the cost can come in at a reasonable level. I'll be sending you some pre-production prototypes soon.
