My '36 only had the spring clips holding the trim to the grill. Some previous owner must have put the screw with a big head in the chrome trim then put the nut on it. Can you get to the nut? It looks like probably a 5/16 or 11/32nds.

I have an electric fan in the way so I can't even see my clips. If yours is the same way, the other option will be to loosen the radiator supports, and V8 emblem and gently push the radiator back half an inch to get to the nut.

Another thought would be to just mask off the chrome trim and have him paint up to it.
