Be extremely careful measuring the voltage on the low voltage side of the coil(in fact don't do it with a good meter use one you are willing to sacrifice ). Only do it when the car is not running AND your not attempting to get in running. It is very possible to get an extremely large voltage back feeding into the low voltage ckt. which can destroy your VOM. There are ways of doing but in general don't - my 2cents

Yes the primary running can exceed 400 volts ! I will address diagnosis using a higher voltage scale later in this discussion . When i worked for allen testproducts our equipment would flag high primary voltage as soon as you hooked up the equipment ....
