The standard paint scheme for both '33 and '34 U.S. station wagons, which Ford did indeed classify as commercial vehicles, was Mountain Brown for the cowl and hood and black fenders. I'd have to do more research regarding those station wagons (and other commercial vehicles) sold in Canada as there body color fenders, etc. were an extra cost option on '33s, unlike in the U.S.
As indicated above, station wagons sold to fleet accounts could basically end up being darn near any color, including their fenders and even their chassis, depending on the size of the fleet and what the fleet was willing to pay Ford for non-standard colors and the extent of their application.
