What limits the braking of a Model A is the small area of contact between the tyre and the road, not how the brakes are applied. The original setup can lock the wheels and decent speed on dry bitumen so how will locking them hydraulically make any difference?
As has been said, a lot of work for not much gain, even a deficit if the car is not used much because hydraulics can seize up through lack of use.
