I have the feeling that the small clevis pin with the small cotter pin goes thru that spring and that it rides on that pin.

If the picture loads the pin/bolt that mounts the pawl goes through the spring inside the parking brake. The short end of the spring goes against the pawl the long end goes to a "tab" cut out of the parking brake "mount".
