It my belief that Minnesota tosses all the old title history after something like 10 years but retains the title information from the last owner that actually had the vehicle licensed. I ran into this when I purchased my truck and wanted to trace its history. In 1999 you could still get that kind of information in MN for a small fee. I'm guessing with the new privacy laws they can't do it now.
You should get the title in your name. Since it hasn't been on the road for years I would think you could value it as a fixer upper or parts car for sales tax purposes.
I know I wouldn't be purchasing a car from someone that didn't have the title in their name.
