Do a search for "BRAKE ADJUSTMENT" and you should find several good threads on it.
I'll repeat some basics.
First make sure the drums and everything inside them is rebuilt or in good condition.
Set the front and rear axles on jack stands.
Remove the 4 pins from the front of the 4 service brake rods.
Adjust each wheel until it locks, then back off the adjuster a few clicks until the wheel spins with only a very slight drag.
Lightly pull the slack out of the brake rod and brake arm on the backing plate.
Adjust each brake rod so the pin slips into place and insert the cotter pins.
Test drive the car and see if it stops without pulling to the side.
If it pulls to the right, then back off the adjuster on the right one click and try it again.

You can also drive on a dirt road and see if all the wheels lock up evenly when you hit the pedal.
