Typically an engine overheating at lower speeds or at idle is an airflow problem,whereas an overheating problem at speed with more load on the engine is usually radiator (dirty) or coolant flow restriction. Yours sure sounds like it may be lack of air flowing trough the radiator at lower speeds.
