I'll start by saying it cannot be used as a spring over axle perch to provide more caster, the short length will not leave any shackle clearance. What I think you have is for sway bar and shock link hook up. What looks like the shackle hole actually mounts parallel to the axle and the small eye probably has a tapered hole for the shock link and that hole goes to the rear. The angle shown on the first picture tells me it is for the passenger side of the vehicle and the bushed hole would be horizontal because the holes in the axle are on an angle. Sorry, but I do not know the particular vehicle it fits, but could that perch be from a late '40 Ford? The early '40's had a different perch bolt with two eyes, one for the shock and the lower one for the sway bar. Late production '40 Fords only had one tapered eye.
