Yes, '37 truck...the P is either a 1 or a mistake! it's a normal number. All engines of a given type (221 here) were numbered in the same series in Fords up through '49. The number was on trans, engine and trans were considered a unit and that number became the number of the vehicle it was installed in. Ford varied over the years in how applications of engines were marked or not marked...in some years engines headed into trucks, Mercuries, etc got markings but the basic serial was the same for all engines of a type.
