My 28 doesn't show the raised mounting area of the crossmember real well, but the mounting pad is level with the bottom of the top frame rail. In about September 1929 the mounting pad was lowered 1/4" and an additional shim was added to make up that 1/4". I don't know why Ford didn't just wait until the new taller radiator was out before they lowered the mounting pad.
