Well it’s not a 31
With the script and non-indented cover its likely 28-early 29
Don’t think it’s a “Pete” reproduction
Pull the filler plug and see what might pour out
Is the shaft free? If you loosen the adjustment (counter clockwise I think) does the shaft turn in both directions; tighten down does it lock in one direction?

As they say “after further review” I looked it up and those are Pete shocks
They say Chicago instead of Buffalo. They did not have a good service record
