The sleeves can be different lengths. Check the length by inserting the sleeves in the two rubber pieces and through the frame. The sleeves should be flush with both outside surfaces of the rubber pieces, or very close to flush. If not, order new sleeves. Or you can make new sleeves by cutting pieces of the right size steel tubing. It can also be that the bolts are too long. Ford probably used bolts that were machined to fit and the ones from the parts suppliers may just be off-the-shelf bolts. If you do indeed have original bolts then they should be the correct length. The new rubber pieces could also be the wrong thickness. If everything seems right, drill new cotter pin holes in the bolts or use washers.
