They are both welded and bolted on usually. Installed by someone who knows what they are doing. They need to be extremely accurately mounted and then the crank balanced by a specialist. Not all machine shops have such balancing equipment.
You'll prolly end up paying the same amount. This is not a backyard deal


We already have a poster here with a brand new engine which was supposedly had the weights added to his crank, but there is a lot of vibration, so it is an easy guess that it was not done properly


Surely no one would try dropping the pan and bolting on the weights
