I have found that cork fuel pump bowl gaskets work better than the neoprene ones. It sounds counter-intuitive, but that's my take on it. Also, make sure there are no nicks on the rim of the bowl and that it is dead flat. I run them on my surface plate with wet-r-dry paper to make sure.
In my opinion, if you have a sediment bowl, you don't need that filter.
