That is a really nice car that the owner may very well have 38,000 into but like others said, the market is not there. You have some bartering points. If you could be sure of the quality of the mechanical restoration it might be worth a few dollars more. I'm helping a friend fix his Model A that he thought he got a good deal on. I just replaced the cam gear. Found the front motor mount broke and half ass fixed. The pan was leaking so replaced that gasket. It still made a noise and now find the distributor seized up. He is physically not able to work on his car and depends on others. If you add up what someone would charge to do what I have done the deal is not quite as good.
The saying, buy the best car you can afford, is quite good advice.
