Years ago I bought a 1950 Studebaker that had 3 stuck wheels from the brakes. It skidded through the gravel, but once I hit the blacktop I went back and forth with my car and towbar, and the wheels broke free. The Studebaker has Bendix brakes and eccentrics with a hex head to set the adjustment in and out. An old Motor's Manual might show your brakes.
