That knowledgeable man has left us and it was too soon -- so going back to get more informantion is not possible.

I can't speak to any years other than '39 and '40. In those years, depending on model and placement, some pieces of the welt were in fact nailed to the sheet metal and in others, they were stapled.
When judging, I look for this in some areas.
You are correct in your assumption that this was done for efficiency (IE cost savings). The process was rather quick. The holes you'd mentioned were created
during the process. Thus, no "alignment" for a workman.
