I think it was home made and just an engine hooked up so it moves air. It looks to have a big flat belt drive at the flywheel. Without seeing if all the valves have been modified, it's hard to work out exactly how it works. If it were a stock engine it work work like that, but would be more efficient depending on if other mods were made.

It's a pre 8BA motor and has had the bell trimmed off, effectively making the block scrap. Shame. It might still yield up some useful parts though if cheap enough.
