This limits the pedal travel and thus limits the adjustability. The '39 frames have a "dimple" that allows the clutch pedal to clear the frame and travel farther. One way around this issue is to heat and hammer a dimple in the frame for clearance.

I do have a tiny cutout in the frame from the factory but I feel this could be a part of the problem. When fully pushed down it does hit the frame and is stopping about .5-.75 inches from the floor board.
