It is probably a replacement. The owner used bolts instead of rivets.
If all the bolts are there it would be easier just to use it.
Replace missing bots and check all for tight.

If you decided to rivet you may find holes were drilled larger for bolts.

I have a friend that has driven for several years with bolted x member.
