I have no idea why that was done to the idle mixture screws, other that someone wanting to seat the screws and still be able to idle. Doesn't make sense to me at all.
I guess it's possible the carb was a school educational tool and it was modified to discourage theft. I remember seeing new carbs donated in high school that had a hole drilled through them to make them good for school only.
