Sometimes the top of the axle is worn and you need to shim under the bearing to make sure there is enough space between the bottom of the axle and the spindle for the cup and felt to fit. Best to have the weight on the spindle when setting the pins up.

On the other hand that un-modified cup on the left is crazy out of spec.
