I have had VERY GOOD success cleaning out Model A Gas tanks without removing them.
I first use a product called Metal Kleener 2014 which will usually clean out all the old dried up deposits and general crud.

If after that and it is found that there are some rust deposits, I then will use RUST 911 to remove the rust deposits.

These products are available on line directly from the manufacturer rust911.com

There is no need to remove the tank. These products are bio degradable and will not harm the paint. If I do get some on the paint, I immediately wash it off with soap and water just to be sure but I have never had it harm the paint.

These products may not work for every situation but I would first give it a try before I would remove the tank, take it to a shop to do the work, have the tank re-painted and then put it back in the car.

That is what I would do.
