Default Cleaning a gas tank

A friend of mine inherited a roadster from his grandfather. He has been working on it and took a look at the gas tank. He said it appears to have a brown sediment around the fuel cap opening. Any suggestions on cleaning the tank without removing it? Any good suggestions to see if the brown sediment is soluable without damaging the rest of the tank?
