I would suspect your kicker assembly on the carb. I have 97's but probably the same basic setup as yours (94's) . If this part does not rotate properly, your choke rod will hang up. This would be the case even if you have a cable linkage.
I would disconnect the choke rod at the carb and rotate the assembly on the carb to make sure it is not hanging up. If it is, you can get parts to fix the problem or have one of the gurus on this site rebuild it for you.
