I suspect your problem is not the adjustment of the bearings on the worm. It is more likely to do with the wear in the worm and sector. The sector shaft bearings are also likely in need of replacement.
There is no point repairing or adjusting one part of a steering box without the rest. All components wear and it only takes a little wear to get the free play you have.
When you rebuild it properly, I suggest you use eccentric sector shaft bushes to get the best worm/sector engagement possible.
