Only do it when the car is not running AND your not attempting to get in running. Yes the primary running can exceed 400 volts ! I will address diagnosis using a higher voltage scale later in this discussion . When i worked for allen testproducts our equipment would flag high primary voltage as soon as you hooked up the equipment ....
