Brads with the smallest heads possible are most often used to go thru the (fabric) upholstery just enough to hold the "cardboard" panel to the wood, or backing strips on some cars. Then an upholstery needle is used in the hole left by the brad to pull the upholstery fabric out enough to clear the panel. If the brads are driven too hard or deep, that may tear the fabric.
