Default Brake Pressure Bleeding

On my stock '40, when I pressure bleed the brakes I get one good long squirt out of the bleeder, then flow stops. Air pressure in the MC reservoir at +/- 9 psi goes down only a hair. If I pump the pedal once, then can get one more squirt.

So what am I doing wrong? With air pressure in the reservoir, pedal fully retracted, why does it not pressurize the lines and produce a continuous flow? (I believe the MC plunger does fully retract, brakes always fully release)
