Fender skirts on Model A,s are just too strange these days,most remember and identify with the stock open fender well look.The skirted look might have been more popular back then during the Art Deco era in the thirties when everything was being streamlined, like crack passenger steam locomotives .It was an interesting era and the streamlining looked good on some bad on others.I would classify the A as one of the others.
