Update:

I tried a new product to me Caswell Tank Sealer, and I'm very pleased with the results. Before the tank sealer arrived I put 2 gallons of vinegar in the tank for 48 hours, and then a gallon of paint & epoxy remover and let set for48 hours. It removed some of the old sealer, but not as much as I wanted. Put the tank on the tractor and put a handful of nuts and dry wall screws in while I mowed. This did more than anything else.

If I had of just waited on the sealer to arrive I did not need to do any of the above it goes right over rust and old tank sealer. I would definitely use this product again, but time will be the real test.
