In a nutshell, you need to purchase a swage cutter to begin with. I know some people will suggest using a hole saw instead however I do not have any experience using that and I could see where that could cause someone to get hurt.
The swage cutter I use slides over the threaded portion of the hub bolt and is turned slowly in a knee milling machine. The cutter slowly removes the area of the hub bolt where the bolt was riveted. Once this is complete, the bolt can be tapped thru the backside of the hub.
