You are correct.
I modified one of the Volvo B20 fuel pumps for a "B" based project. The actuating arm was sectioned and then welded. I used a stripped "B" block and B cam to check the actuation arm movement while sectioning the actuating arm. Bolting the pump to the block and rotating the camshaft helped to make sure I was not bottoming out on the pump stroke.
I never thought about how these pumps work but discovered the interesting way the pump was designed: The pump diaphragm spring keeps pressure on the gas going to the carb and the actuating arm only returns as the gas moves out of the pump chamber. So if little gas was being used, the arm would not return to allow the cam lobe to create a full stroke of the arm. Self regulating flow is the result with the line pressure being maintained by the spring over the diaphragm.
This pump has too much pressure for a typical Stromberg 97 or like carb. I have a regulator between the pump and carb.
I don't have many miles on the pump yet as the car is just nearing completion of a tear-down and re-paint.
