Hmmmm, I'd think twice. If it won't go 70, then any situation where it is slightly loaded means it will be slightly fuel starved. This could be 60 with a head wind, climbing a hill, full passenger load, etc. Could be a tank of alcohol gas, which is a tad leaner than straight gas. Some cars detonate an seize when lean, some don't. I'd rather have my carburettor controlling fuel flow, not my tank and line.
