Agree and the runs are SUBSTANTIAL sometimes but as DavidG mentions they are usually on the inside .

Anyone with an original paint 34 fender
[ not black ] will see black under the top color and no primer under the black . Same on front inner fenders and gas tank cover .

The RR fender that I got with Mikes car was Coach Maroon over black [ with a couple huge runs inside ] under the maroon .
No primer under the black and it had never been on a car other than the time Mike had it on his car .

It like the other 3 33-34 sedan NOS RR fenders I've had over the years started life as a standard .
