If you have a volt meter, it would be nice to know that the voltage is indeed OK. How fast is the engine running while getting those amp readings? When I still had a generator, I had the third brush set for low current, headlights on, driving down the road at speed, was still showing -10 amps. You would think if there was indeed a short in the lighting circuit, it would show more than -4 amps discharge. Make sure your battery connections are clean and tight and the grounds are good.
