If the ammeter is working [ showing discharge under a load/lights] and the generator motors, it seems as though things should be working fine as long as the cut-out is doing its job. The ammeter should show some charge at a fast idle. Is the battery going dead ?

Looking into the generator is probably warranted if the above isn't happening. Maybe there is a movable brush issue.
