Some of the brass brush holders have gizmos in them to hold the brush against the brass in the long dimension so they maintain good contact with the brush holder and don't float around. Not the springs on the end, but they push sideways against the brush when you insert the brushes into the holder. I can't tell from the photo but is it possible that's what you have? You would be able to fit them inside the brush holder if so.
