When you release the hand brake, yes that is high. Yes it can get scary, in reverse if going to fast and real easy to loose control. Reverse should be with the engine at a slow speed, does not matter how many years you have been driving. That steering wheel can get pulled out of your hands real fast. That is the nature of a Model T steering geometry.

The timing on your T does not sound right. Starting on battery or hand cranking, the lever should be all the way up. I think it needs to be timed correctly. google "mtfca timing"
