All the NOS distributors I have had as described above had the advance mechanism stuck with hard old grease and the vacuum brake stuck in the cylinder for the same reason. I always take them completely apart and clean, lube the bushings and everything check the wick in the oiler cavity. Then put on my Sun machine to check and set points and timing. I wouldn't ever trust a NOS one to be a "bolt on" and go.
