Not since the trade embargo after the fall of South Vietnam in 1975; or at least, certainly not in line of succession since then. Clinton lifted the embargo in 1994, so there may be some American involvement again.
Michelin (France) owned the largest rubber plantation in Vietnam. It was the site of portions of the Tet Offensive in '68.
