It also depends on what your friend plans to do. If he wants the engine and frame numbers to match then he is out of luck. However, there are many licensed and registered Model A's without matching numbers simply because the motor was switched out at some point in the past and the DMV accepted it as such for registration purposes. In Oregon I have seen quite a few Model A's that were registered using the number on the engine, but that happened years ago.

Many states are now using a national database and this has been problematic for some because an engine and frame having the same numbers may be in different states. I don't know that can be adjudicated, but I heard a story from one of the V8 guys about having his insurance cancelled because he had the same VIN number as a guy in New Jersey and this was after he had owned the car for 8 years!
